David M. Oliver, Jr., Associate


Areas of Emphasis and Related Experience. David's practice focuses on urban development law, local government regulation, public finance, and federal income taxation. David serves as general counsel and bond counsel to various special purpose local governments that provide for the financing and construction of water, sewer, drainage, and other development infrastructure. In these capacities, David represents his clients in public law matters, contract negotiations and preparation, the administration of public meetings and public records, and regulatory compliance. David also works with private developers to structure development agreements with cities and other local government entities for public participation in commercial, residential and mixed-use developments.

Nancy Kwon, Associate


Areas of Emphasis and Related Experience. Nancy's practice focuses on public finance, local government regulation, and state legislative matters. Nancy represents special purpose districts, such as municipal utility districts, public improvement districts and municipal management districts, as general counsel and bond counsel. Nancy works with private developers to structure development agreements and utility agreements with cities and other local government entities for public participation in commercial, residential, and mixed-use developments. In addition, Nancy has worked closely with State legislators, committee members and staffmembers to draft legislation creating various special purpose districts and effectuating appropriate reforms affecting landowners' rights.

Katie Dorfman, Associate

She has broad experience working with cities and other local government entities on regulatory matters affecting businesses and real estate developments.

Education and Professional Background. Claremont McKenna College (B.A. in Economics, cum laude, with honors, 1989); University of California at Los Angeles School of Law (J.D., 1992). Prior to joining the firm, Katie was a participating associate in the Real Estate and Land Use Section at Fulbright & Jaworski LLP and served as Chief of Staff to Houston City Councilman Michael Berry.

Alia Vinson, Associate


Areas of Emphasis and Related Experience. With a background in tax planning for large corporate clients, Alia has broad experience in general corporate and tax matters. Her practice at the firm focuses on public finance, urban development law, and local government regulation. Alia works with special purpose districts, such as municipal utility districts and water control and improvement districts, both in the role of general counsel and bond counsel.

Kerri J. Dorman, Of Counsel


Areas of Emphasis and Related Experience. With a background in commercial litigation, Ms. Dorman has broad experience in counseling clients in general business practices and preventative planning; negotiating, reviewing, drafting and litigating contracts; and creating collaborative solutions to concerns and issues arising in the commercial context. Her practice with the firm will focus on municipal utility districts and land development matters.

Prior to joining the firm, Ms. Dorman was an associate at Butler & Binion and a senior associate at Weycer, Kaplan, Pulaski & Zuber, P.C. and at Zimmerman, Axelrad, Meyer, Stern & Wise, P.C. Ms. Dorman has lectured on employment law matters and has served as an adjunct professor at the University of Houston School of Law.

Adisa Abudu-Davis, Of Counsel

Prior to joining the firm, Adisa served as an Assistant U.S. Attorney with the U.S. Attorney's Office in Sacramento, California and, before that, as a Litigation Associate at the California law firms of Downey Brand Seymour & Rohwer and Quinn Emanuel Urquhart & Oliver. She also clerked for the Honorable John C. Porfilio, U.S. Court of Appeals for the Tenth Circuit.
